HomeMy WebLinkAbout210527 PTAC MinutesPublic Transportation Advisory Commission  Erickson Conference Room, Galesburg City Hall, 55 W. Tompkins Street  Thursday, May 27, 2021  1:00 p.m.     Members Physically Present:  Linda Miller and Rose Morris.  Members Present via Telephone:   Stephanie Grimes and Josh Kilpatrick.  Also present:  Steve Gugliotta, Dedra Mannon, Pamelyn Usher‐ Miller, and Kelli Bennewitz.       Linda Miller called the meeting to order at 1:03 p.m.      Public Comment:    Rose Morris stated that she was recently told by a bus driver that they could no longer pickup  riders if they were not at a bench or shelter.  She has talked to Pam about the issue and would  recommend that if this is a new rule that it be well advertised on social media or in the  newspaper.  She also stated that several riders and drivers have informed her that the Gold Route  will no longer be in service in the near future.  Pam stated that there has been some  miscommunication and that the Gold Route is not being terminated and riders can be picked up  without being at an official stop.    Pam also noted that she is working on relocating benches and/or shelters to better serve the  riders and to ensure that they are the correct side of the road for pickups.  Interim Community  Development Director Gugliotta stated that if there was a route change, that item would come  before PTAC for their approval and recommendation.      A discussion was held on the removal of bus transfers and if PTAC was given the opportunity to  approve the change.  It was decided that it would be added to a future agenda and removed from  the City Council agenda as a recommendation from PTAC until further discussion.    A motion was made by Rose Morris, second by Stephanie Grimes, to approve the special minutes  of the February 5, 2021, meeting.  The motion carried.    Public Hearing:  Agenda Item PT‐21‐0501  Section 5311 and Downstate Operating Assistance Grant Application for SFY 2022     The Public Hearing was called to order at 1:24 p.m.    The City applies for two operating assistance grants from the Illinois Department of  Transportation to fund the daily operating and administrative costs to run transit operations. The  State fiscal year 2022 runs from July 1, 2021 to June 30, 2022.    The first grant is the Federal Section 5311 Operating Assistance Grant, which reimburses the City  for 50% of the operating deficit (operating expenses less revenues) and 80% of administrative  costs.    The second grant is the State Downstate Operating Assistance grant, which reimburses the transit  system for 65% of total expenses.    This year’s DOAP appropriation is $3,041,600, which is the same as last year’s appropriation.  Historically, the City has not spent the full DOAP appropriation amount due to the local match it  would require. For the SFY22 budget, it is estimated that the city will use approximately  $1,533,727.    The estimated cost for this program is as follows:    Federal Transit Administration $304,335  Illinois Department of Transportation $1,533,727  Local $450,298  Transit Revenue $71,220  TOTAL PROJECT COST $2,359,580    A motion was made by Stephanie Grimes, seconded by Josh Kilpatrick, to recommend the  applications for the Section 5311 and Downstate Operating Assistance Grants.  The motion  carried.    The Public Hearing adjourned at 1:29 p.m.    Agenda Item PT‐21‐0502  Update Ordinance Establishing Territorial Boundaries    Linda Miller noted that the only change for the ordinance is stating that the boundaries are of  Knox County and not just the City of Galesburg.    Rose Morris made a motion, seconded by Linda Miller, to approve agenda item PT‐21‐0502.  The  motion carried.    There being no further business, a motion was made by Stephanie Grimes, seconded by Rose  Morris, to adjourn the meeting at 1:37 p.m.         /s/ Kelli R. Bennewitz                                               Kelli R. Bennewitz, City Clerk
