Public Transportation Advisory Commission

OTHERS PRESENT: Kraig Boynton, Transit Manager, Mary Foutch, Transit Assistant, John
Peters, and Genny Gibbons.
Vice Chairman Hanlon declared a quorum present.
Kraig Boynton, Transit Manager, did introductions of those present at the meeting.
There were no Public Comments received.
Approve Minutes of the September 9, 2021, meeting
Member Miller moved to approve the minutes, seconded by Member Grimes.
Minutes were approved by voice vote.
PT-22-0201 Approve Request to add temporary drop off at Hawthorne Center
while warming shelter is open.
The City of Galesburg and the Salvation Army have gone into a lease agreement allowing the
Salvation Army to use Hawthorne Center as a warming station as needed through the end of
March. The City of Galesburg is asking PTAC to approve the use of Public Transportation to add
a temporary drop off at Hawthorne Center during those times and provide free transportation to
the homeless. A motion was made by Member Miller to approve the temporary bus stop and free
transportation for the homeless using the service. Member Grimes seconded the motion. The
motion carried.
PT-22-0202 Approve Proposed bus shelter at Aldi
A request was submitted to the City of Galesburg Traffic Advisory Commission in December to
add a bus shelter at the Aldi location on North Seminary Street. Kraig Boynton, Transit Manager,
explained the shelter is on order and City staff will be doing the work. Member Miller asked
about an existing shelter located at the Transit Facility. Kraig explained that shelter would be too
large to use at that location. Member Grimes questioned how long it would take. Kraig said it is
12-15 weeks for delivery and then it is scheduling the work with City staff. A motion to approve
the placement of the shelter at Aldi was made by Member Grimes and seconded by Member
Miller. The motion carried.
PT-22-0203 Approve Service Contact with Knox College
City of Galesburg Transit asked PTAC to approve another service contract for March 2022
through February 2023 with Knox College. The City of Galesburg Transit and Knox College
agreed on a contract price of $1500. A motion to approve the service contract was made by
Member Miller and seconded by Member Grimes. The motion carried.
PT-22-0204 Discussion Free Transfer to hospital.
In September, the City of Galesburg transit staff brough back discussion regarding free transfers.
The City of Galesburg along with PTAC agreed to dropping the free transfers. However, a
concern came up regarding riders getting to the hospitals. Kraig Boynton, Transit Manager
explained that Transit has been operating without the free transfers for some time and no
concerns have been raised. Member Miller wanted it noted she was against not offering free
transfers to those who needed to get to hospitals and clinics. However, she stated that since it’s
been going on for over a year those who would complain wouldn’t anymore.
PT-22-0205 Discussion The use of Public Transit by nursing homes as part of the
WIAAA Contract.
The City of Galesburg Transit has gone into a service contract with Western Illinois Area
Agency on Aging to provide transportation to those who live in Knox County and are 60 years
and older. One of the trips we provide from the county to Peoria for medical appointments.
Galesburg Transit has been getting calls from nursing homes wanting the City of Galesburg
Transit to offer these rides to their clients. The City of Galesburg Transit staff has been in contact
with WIAAA regarding these trips. WIAAA recommended consideration based on
circumstances. The discussion was to bring this potential problem to PTAC to make them aware
of the potential problem. PTAC members agreed to limiting the how much a nursing home who
should be providing the transportation can use Public Transportation.
PT-22-0204 Discussion PTAC Training Scheduled for March.
City of Galesburg Transit Staff is planning a Public Transportation Advisory Commission
training session in late March or April. Galesburg Transit wanted to know if there would be
interest and of the members that were present, they said they would be. Kraig Boynton, Transit
Manager, expressed waiting until the new members were approved to do the training with
everyone. When a time and date is decided Mary Foutch, Transit Assistant will send out the
information.
Kraig Boynton, Transit Manager, gave the Public Transportation Advisory Commission an
update on the following items:
Grant for a Transportation Study
Rebuild Illinois Fund – Approved for software in last years grant opportunity. Looking to
apply for roof, generator and solar/usb for shelters.
Update on Capital improvement Grant which will provide cameras on ALL transportation
vehicles as well as the possibility include WI-FI.
Working on 5311 and DOAP Budgets
New Buses
Member Hanlon asked if there were any other comments or questions.
There being no further business, a motion was made by Member Grimes, seconded by Member
Hanlon, to adjourn the meeting at 2:00 p.m.
