MEMBERS ABSENT: John Hanlon, Viola Jowers, and Shannon McVey, 3 OTHERS PRESENT: Kraig Boynton, Transit Manager and Kelli Bennewitz, City Clerk. Linda Miller called the meeting to order at 1:04 p.m. Public Comment: None A motion was made by Stephanie Grimes, seconded by Rose Morris, to approve the minutes of the September 08, 2021 meeting. It was noted to correct the title for John Hanlon to chairman and to correct the spelling of Genny’s last name to Gibson. The motion carried as amended. Public Hearing: Agenda Item PT‐22‐0301 Section 5311 and Downstate Operating Assistance Grant Application for SFY 2023   The Public Hearing was called to order at 1:05 p.m. The City applies for two operating assistance grants from the Illinois Department of  Transportation to fund the daily operating and administrative costs to run transit operations.  The State fiscal year 2023 runs from July 1, 2022 to June 30, 2023. The first grant is the Federal Section 5311 Operating Assistance Grant, which reimburses the  City for 50% of the operating deficit (operating expenses less revenues) and 80% of  administrative costs. The second grant is the State Downstate Operating Assistance grant, which reimburses the  transit system for 65% of total expenses. This year’s DOAP appropriation is $3,041,600, which is the same as last year’s appropriation. Historically, the City has not spent the full DOAP appropriation amount due to the local match it would require. For the SFY23 budget, it is estimated that the city will use approximately $1,667,679. The estimated cost for this program is as follows: Federal Transit Administration                  $304,335 Illinois Department of Transportation $1,667,679 Local                                                                        $526,636 Transit Revenue                                                $67,010 TOTAL PROJECT COST                                 $2,565,660 A motion was made by Stephanie Grimes, seconded by Genny Gibson, to recommend the  applications for the Section 5311 and Downstate Operating Assistance Grants.  The motion  carried. The Public Hearing adjourned at 1:07 p.m. Agenda Item PT‐22‐0302 Approved Fixed and Paratransit Ridership Policy Public Transportation needs to have a ridership policy in place that includes how to handle the removal or refusal of individuals from service as well as an appeals policy. Language has been drafted that addresses this need. The Transit Manager explained that this language would be incorporated into the overall policy and that further discussions would be occurring with IDOT with an upcoming review. This was a starting point for an overall policy. Once the policy is formally approved, the committee has requested that it be sent out to our ridership as well as being provided to new clients. A motion was made by Rose Morris, seconded by Linda Miller, to recommend approval of the Fixed and Paratransit Ridership Policy. Motion carried. Updates Kraig Boynton, Transit Manager, provided updates on the status of various projects.  Rebuild Round II – Researching if transportation can request buses on this application.  Roof repair & Generator – Transportation has verbally been told Covid funds will be able to be used for these projects. We await formal documentation.  An extension of an old Capital Grant has been approved by IDOT allowing for staff to purchase cameras for the remaining fleet.  Staff continues to work with MasTrack to get the transportation ap up and running.  IDOT has scheduled an informal compliance review in April for Transportation. Member Miller asked if there were any other comments or questions.
