Members Present:Genny Gibson,Stephanie Grimes,John Peterson,Shannon McVey,and Rose
Morris, 5. Absent: Linda Miller, 1. Also present: Kraig Boynton and John Peterson.
Kraig Boynton called the meeting to order at 1:07 p.m.
Public Comment:
None
A motion was made by Rose Morris,seconded by Shannon McVey,to approve the minutes of
the July 14, 2022, public hearing meeting. The motion carried.
A motion was made by Genny Gibson,seconded by Rose Morris,to approve the minutes of the

Appointment of Genny Gibson as Chairperson of the Public Transportation Advisory
Commission.
Chairperson John Hanlon did not renew his position on the Public Transportation Advisory
Commission.
GPT staff reached out to Genny Gibson and asked if she would be interested in stepping in that
role. She agreed to the nomination.
A motion was made by John Peterson,seconded by Shannon McVey,to recommend the
approval of Genny Gibson as Chairperson for Public Transportation Advisory Commission.The
motion carried.

Service Contract with Western Illinois Area Agency on Aging (WIAAA)
This service contract allows the reimbursement from Western Illinois Area Agency on Aging
(WIAAA)to be counted as local match rather than program revenue.As a local match,the
contract amount will allow the City to utilize more of the Downstate Operating Assistance
Program (DOAP)funds allocated by the State of Illinois.DOAP funds cover 65%of all transit
operating costs for the City.
The contract between WIAAA and the City of Galesburg Public Transportation (GPT)will expire
on September 30,2022.The contract provides Paratransit service for older adults age 60 or
older and if necessary for their caregiver at no charge who reside in Knox County.The contract
amount is not to exceed $11,444 in federal funds and $24,861 in State funding.
Member Peterson had some follow up questions regarding how the funding worked with our
grants.Kraig Boynton,Transit Manager,explained how the service contract counts towards the
City ’s local match.
A motion was made by Shannon McVey,seconded by Rose Morris,to recommend the approval
of the service contract between the City of Galesburg Public Transportation and Western Illinois
Area Agency on Aging. The motion carried.
Update
Kraig Boynton, Transit Manager gave an update on the following items:
●DOAP/5311 Agreements for State Fiscal Year ’23 (07/01/22 – 06/30/23)
●Current open staffing positions:
1 mechanic
1 FT Fixed Route Driver
1 FT Dispatcher
Numerous PT Fixed Route and PT Para-transit drivers
●1107 –A 2011 Gillig is currently out of commission for an engine replacement.Cost of
the engine is estimated at $46,445.21.
●Sole Source approval from IDOT Capital for the addition of cameras on the remaining
buses as well as paratransit vehicles.
●Waiting for grant documents to come through for the Rebuild Round II for the dispatch
software.
●Waiting to hear back from IDOT regarding a grant for the purchase of two buses.
●Waiting to hear back from IDOT regarding the Transit Study
●No update on CVP request.
●No updates on the Rebuild Round 3 Grant request.
●Insurance from Lightning Strike in June (items to be replaced).

●RTAC is wrapping up the update of the CNA (Capital Needs Assessment)report for the
rural transportation agencies.
●Expenses for SFY 22 were $2,133,334.27 for operations.
●Working with IDOT to shore up exactly what reporting they are wanting quarterly and at
year end and how we might streamline some of this reporting to simplify the year end
Federal Reporting (NTD - National Transportation Database) reporting.
Member McVey motioned to adjourn the meeting, seconded by Member Morris.
The meeting adjourned at 1:37 p.m.
