HomeMy WebLinkAboutPTAC Minutes August 10, 2023 (2)Public Transportation Advisory Commission Public Hearing Transit Maintenance Facility,1025 Monmouth Blvd.Galesburg,IL Thursday,August 10,2023 1:00 p.m. Members Present:John Peterson,Rose Morris,Annette McAllister,and Linda Miller,4.Absent: Genny Gibson,Shannon McVey and Stephanie Grimes,3.Also present:Kraig Boynton,Dedra Mannon and Mary Foutch. John Peterson called the meeting to order at 1:00 p.m. Public Comment: None A motion was made by Member Miller,seconded by Member Morris,to approve the minutes of the regular meeting dated June 6,2023.The motion carried. Agenda Item PT-23-0801 Proposed Advertising Policy Updates The City of Galesburg Public Transportation updated the current advertising policy to eliminate advertising on bus shelters as well as any bus wraps. A motion was made by Member Miller to approve the updated policy,seconded by Member Morris.The motion carried. Agenda Item PT-23-802 Service Contract with Veterans Assistance The City of Galesburg Public Transportation provided a copy of a service contract between GPT and Knox County Veterans Assistance that allows Public Transportation to provide rides for Veterans in our area.Then bill Knox County Veterans Assistance monthly for any trips. A motion was made by Member McAllister to approve the service contract,seconded by Member Miller.The motion carried. Agenda Item PT-23-803 23/24 Service Contract with Carl Sandburg College Renew a service contract between the City of Galesburg Transit and Carl Sandburg College (CSC) to provide students,faculty,and staff unlimited rides September of 2023 through August of 2024. This service contract allows the payment from CSC to be counted as local match rather than program revenue.As local match,the contract amount will allow the City to utilize more of the Downstate Operation Assistance Program (DOAP)funds allocated by the State of Illinois.DOAP funds cover 65%of all transit operating costs for the City. This service contract would not change any routes or frequency thereof to the CSC campus.All currently enrolled CSC students,faculty and staff will continue to have unlimited access to all City of Galesburg Transit routes during all City of Galesburg Transit operating hours between September 2023 and August 2024.Students,faculty,and staff will continue to use their CSC Student/Employee ID to access the buses and CSC will issue new ID's (for new students)and a distinctive sticker that is not able to be replicated for current students. A motion was made by Member Miller to approve the service contract,seconded by Member McAllister.The motion carried Agenda Item PT-23-804 One-Time Grant Application -WIAAA Submittal of a one-time grant application to Western Illinois Area Agency on Aging for Title OOO funding for the use in FY 2023. Western Illinois Area Agency on Aging (WIAAA)Board of Directors approved use of Title III carryover funding for use in FY 2023 for Title III-B transportation.This one-time only grant is to be used for the purchase of needed equipment,maintenance and/or repairs on transportation vehicles. The funds awarded under this application must be obligated no later than September 30,2023. The City of Galesburg has been approved for up to $6,497.The City of Galesburg does have to provide a local mate of $1,147 for this one-time grant. A motion was made by Member Morris to approve the grant application,seconded by Member McAllister.The motion carried Update Kraig Boynton ,Transit Manager,updated the commission on the following items: MAIN GRANT REVENUE SOURCES STAFFING FLEET GRANTS Member Miller motioned to adjourn the meeting,seconded by Member Morris.
