Tree Commission Minutes, March 9, 2020
City Hall, Galesburg, Illinois
Meeting was called to order by Tony Oligney-Estill at 3:57 P.M.
Roll Call: Present: Members: Pat Trant, Millie Allen, Debbie Steinberg, Jane Easterly, City
Arborist-Ryan Creek and Director of Parks & Recreation-Tony Oligney-Estill
Absent: Ann Pennington
Minutes of February 10, 2020 where approved.
Arborist Report:
• The Arborist report was approved.
Old Business:
• After discussion about where to plant the two trees at the library for the Arbor Day
Celebration, it was decided that three trees would be planted. One tree will be planted at
10:00am on Friday, April 24th which is Arbor Day. The other two trees will be planted on
Saturday, April 25th at 10:00am as part of the Big Read program. The locations have been
identified and Ryan and his staff will plant all three trees.
• After additional removal of dead trees and adding more dead trees to the list for removal,
there are currently 17 trees left on the Arborist’s list for removal.
• Tony will send a PDF version of the Standish Park Arboretum map to Debbie before the
next meeting. UPDATE: Tony sent the map to Debbie on March 10th.
• Lynette Lombard and her husband attended the February 2020 Tree Commission Meeting
asking if a couple trees could be planted on Cherry Street where there were a couple
empty spaces from where trees were removed in the past. Tony said he would talk to
Downtown Council about this. Tony will be speaking at the Downtown Council Meeting
on March 11th. Tony is proposing to add tree planters to the streets of downtown and
plant nursery trees in those planters. Debbie did inform the group that there is new
methods of planting trees in urban areas that do not upheave the sidewalks.
New Business:
• Debbie wanted to know who was advocating for the placement and planting of trees as
the City builds new or reconstructs existing areas of the City. Specifically, Debbie
wanted to know if the Tree Commission had any input in the Downtown Development
Plan. Tony did not know as he was not here when the Downtown Development Plan
when most of the Downtown Development Plan was completed. Tony said he would
speak to Wayne Carl, Director of Public Works about having the Tree Commission more
involved in terms of tree planting and species as new development is considered. Tony
also said he would get a copy of the Downtown Development Plan to the members of the
Tree Commission.

• Ryan mentioned that a tree on the west side of Cherry Street will need to be removed as
the sidewalk is being replaced. The tree is near some stairs leading into a building. There
is not enough room between the stairs and the tree to meet the requirements of ADA.
Citizen Comments:
• Robert Cain stopped by the meeting to see what was going on with trees in Galesburg.
Roberts arrived just as the meeting was concluding. Tony informed Robert of all the
discussion items that were discussed in the meeting.
Meeting adjourned at 4:22 P.M.
