Youth Commission Minutes, January 13, 2022
City Hall, Galesburg, Illinois
Meeting was called to order by Tony Oligney-Estill at 4:35 P.M.
Roll Call: Present: Members: Courtney Wallace, Jennifer Foubert, Brother Shabazz, Mia
Haneghan, Deion Crider, Precious Dortch, Eciel Burns, Chantiara Jackson, Joy
Basosa-Nzumba and Director of Parks & Recreation-Tony Oligney-Estill
Absent: Paula Johnson and Zakary Warfield
Minutes No minutes were presented as this was the first meeting for the newly ordained Youth
Commission.
Recreation Division Report:
• No report was given.
Old Business:
• None.
New Business:
• All the commissioners introduced themselves and briefly spoke on why they wanted to be
on this commission.
• The Youth Commission ordinance was reviewed to go over the responsibility of the
commissioners. The ordinance also states that the youth on the Youth Commission will
receive a $30 stipend for each Youth Commission meeting they attend. It was clarified
that the youth is selected to attend the City Council Meeting or City Council Work
Session will also receive $30 for attending.
• Commissioners were informed of some of the restrictions/requirements of the Open
Meetings Act. The commissioners were reminded that they all need to complete the Open
Meetings Act training and to contact Kelli Bennewitz if they have issues completing the
training.
• The commission has appointed Joy Basosa-Nzumba to attend the January 18th City
Council Meeting, Mia Haneghan to attend the January 31st Work Session, Deion Crider
to attend the February 7th City Council Meeting and Eciel Burns to attend the February
21st City Council Meeting.
• The commission elected Joy Basosa-Nzumba and Precious Dortch as the Co-Chairs of
the commission. Director Oligney-Estill stated he would work with the newly elected Co-
Chairs to help them in their new role. Commissioners Shabazz, Wallace and Foubert also
volunteered to assist not only the Co-Chairs but all the commissioners as this is a new
role and responsibility for the youth on the commission.
• Commissioner Dortch passed around a survey that members of the Solutions Program
had put together to distribute around Churchill JH. The survey asked students what they
wanted to see in Galesburg in terms of things to do. The student commissioners are still

collecting more surveys. The Youth Commission will help with this project by tallying
the surveys once they are all collected.
• Commissioners were asked to come up with ideas for community service projects that the
Youth Commission can volunteer at along with how frequently the Youth Commission
perform community service projects.
Citizen Comments:
• Mayor Schwartman, Anthony Law and Joey Range all expressed their excitement of the
new Youth Commission and offered their support in making this Youth Commission
successful.
