Youth Commission Minutes, October 13, 2022
City Hall, Galesburg, IL
Meeting Called to Order: Eciel Burns called the meeting to order at 4:40 p.m.
Attendance: Members Present:
Jennifer Foubert, Mia Haneghan, Chantiara Jackson, Courtney Wallace,
Zakary Warfield
City of Galesburg:
Elizabeth Varner, Director of Parks and Recreation
Jackie Smith -Esters, City Council Member
Absent: Joy Basosa-Nzumba, Deion Crider, Precious Dortch,
Chantiara Jackson, Brother Shabazz
Guests: None
Minutes: Minutes from September 2022 meeting were approved, with motions from
Courtney Wallace and Mia Haneghan.
Parks & Recreation Report:
Director of Parks and Recreation, Elizabeth Varner, provided a report of various programs
offered by the City of Galesburg Parks and Recreation. These included Fall Clean Up Day at
Lake Storey on October 15, Walk of the Dead Haunted Trail at Lakeside Nature Center, G-Force
Fall Clinics, Nature Programs, Open Gym Volleyball, Adult Volleyball, and Open Gym Basketball.
She also had a Halloween joke activity which everyone participated in at the meeting.
Old Business:
Treat Street: Youth Commissioners signed for times to work at Treat Street on
Saturday, October 29, 2022. Mia Haneghan and Zakary Warfield signed up for 10:45
a.m.-12:00 p.m. Eciel Burns signed up for 12-1:15 p.m. Courtney Wallace and Jennifer
Foubert signed up for 12-1:15 p.m. We still need 2 for 10:45-12:00 p.m. and 1 for 12-
1:15 p.m. Elizabeth will check with Jackie Smith-Esthers to see if she has a table
reserved for the Youth Commission. She will also purchase candy and make a sign
stating City of Galesburg Youth Commission and have flyers with programs.
Adopt A Park: Youth Commission has agreed to clean up at H.T. Custer Park on
October 29, after Treat Street. The Youth Commission decided that they would plan on
doing this based on the weather that day. Elizabeth will get bags for picking up. They
do not want to do it if it is cold or inclement.

Knox College Visit: Jennifer Foubert provided information on the upcoming visit to Knox
College on November 11, 2022 at 10:00 a.m. Knox College will provide an information
session, campus tour, lunch in the cafeteria, opportunity to visit a class and a free t-shirt.
Elizabeth will ensure a flyer is prepared and posted, as well a press release. Additional
promotion can be at GHS, press release, flyers in the school cafeteria, and around campus.
Jennifer explained that registration is due on October 28, 2022. The limit is 20 registered,
which will be split in two separate groups. Knox College is handling the registration.
Youth Commission Shirts: There was discussion regarding shirts for the Youth Commission.
Jackie has said she will investigate purchasing Youth Commission shirts. They decided on a
purple/blue theme, of which Eciel Burns has a design he wants to share. Elizabeth provided a
design but would love to use Eciel’s.
New Business:
Thank You Cards: Mia Haneghan suggested having custom made thank you cards to
sign and send to guest speakers.
City Council Meeting: Elizabeth explained that we need to improve attendance at
the Youth Commission meeting. Mia Haneghan volunteered to present at the
November 7th meeting and felt she could include September and October information.
This would allow for more time to organize a report.
Youth Commission Additions:
Courtney Wallace informed the Commissioners of a Trades and Manufacturing
Showcase on October 27th from 8:30 a.m.-2:00 p.m. which Stratus Network is helping
to host along with KCAP. She invited everyone to attend.
